“It is a clear case of fraud played on Election Commission and on the Congress voters to mislead them to mark their ballot without knowing as to which is the original pen. They presumed that the pen on the table is the pen supplied by Returning Officer for marking on the ballot,” he acknowledged.

He stated all of the 12 voters whose votes bought canceled had marked their poll papers with one and the identical pen.

“All these voters have been duped to vote by the modified pen would even be obvious from the truth that all these poll papers had the choice markings by the identical pen.
