A retired Indian Administrative (IAS) officer JM Pathania on Sunday wrote to the Chief Electoral Officer (CEO), Himachal Pradesh, Maneesh Garg to grievance in opposition to the state authorities departments, boards and firms violating Model Code of Conduct (MCC).
